"Charter Districts" Promising Remedy for Improving Schools, Increasing Choices
With increasing pressure from the federal government, parents and the general public for schools to turn out better-educated students, some states and school districts are resorting to bold measures to help ensure success. One such measure is establishing a "charter district" - a district in which all or most of the schools are charter or contract schools that operate autonomously to meet the needs of their particular student populations.
